William Gray is an ex US Navy Captain who was caught with looted WWII art, and failing to properly communicate information, but escaped prosecution for being a spy because there was no trail to a buyer, or stored evidence. He accepted a dishonorable discharge in respect of the failure to pass on information to appropriate departments. But no charges were brought against the looted treasures, because the owners from 1939 had passed on, so could not testify. And he had purchased the art over 20 years previously, thus was the deemed owner via long term possession.

 

While he was a Navy officer, he was included in many operations in the Caribbean Sea, intelligence gathering, much of which he intercepted and kept to himself. This included the echo location and seabed scans of numerous shipwrecks. And the military situation between island nations, Brazil, Cuba, and Mexico in terms of policy and strategy.

 

He uses his contacts within the more criminal elements of legitimate treasure hunters, to mastermind the infiltration and sabotage of Lord Huntington's treasure hunting expedition. Intelligence of which he had been monitoring for over a year, looking to obtain the missing pieces of the puzzle, as to the whereabouts of Blackbeard's buried treasure. Much as the objectives of Lord Huntington.

 

He is unaware of the extraordinary skills of John Storm or the Elizabeth Swann, because that information was classified by President Lincoln Truman, for his eyes only.
