Professor Jacques Pierre Daccord, is the resident expert on underwater cities and sunken archaeological remains, at the UNESCO Oceanographic Commission, Sunken Cities Division, in Paris, France.

He is also the liaison between agencies, including many Blue Shield offices in France and Europe, MI6 and the CIA. Between them, they identify sites that might interest terrorists and treasure hunters, hence need protection.

The Professor works closely with Doctor Roberta Treadstone, their antiquities expert working for The Blue Shield in the United Kingdom, stationed at Newcastle University. UNESCO, aims to protect marine artifacts, especially the cultural heritage from sunken cities, and treasures, that are obvious targets for theft and damage. Dr Treadstone is their link to the media, via Charley Temple, where Charley and Roberta share similar goals with Jacques Daccord.

The Professor has worked on a number of sunken towns and city sites, with a particular interest in surveying the sunken city of Alexandria, hoping they'd find Cleopatras resting place. Which did happen, thanks to John Storm following up on what they thought was a Nazi plot, but was actually a mix of scientists, Knights, working to create a New World Order.

He has followed the exploits of John Storm, since the ocean adventurer rather spectacularly abandoned a race around the world, to rescue Kulo-Luna. Which is one reason why Blue Shield call on the ocean adventurer from time to time - where he gets the job done. The Professor knows of the Elizabeth Swann, because of the Ark, DNA database and the AI onboard, the envy of many a researcher.
